Site Updates: Final version of the Journal is now in place

The final production version of the Journal is now in place. Implementing the new official design went along with reconfiguring the back-end database for it. As such, the Journal is no longer available through Life and Times nor through Archives. There are stop-gap messages on those pages directing users to the new Journal section.
