Site Updates: Bottom links restructured

Restructured the links at the bottom of all pages. This removes the link to the newsletter, and adds the Welcome! page (which also got a minor facelift). Additionally, the not-a-section center section is now reachable in its entirety from all pages. Therefore, the side menu on those pages has been removed.
